It’s certainly possible that they will implement Vectors for Flash Player 10 if they’re going to have “typed Arrays”. However, I imagine they could implement it in a different way through the flash.* package if Vectors aren’t considered set in stone in the ECMAScript spec. We’ll just have to wait and see.
